Is the restaurant Can Roca in Girona Catalan or does it belong to everyone?

This week Mona introduces a small events calendar for Barcelona, because she wants to reach posh people and wealthy tourists. Among her recommendations, we find a musical about ABBA and a mazurka workshop. Her husband Göran, however, continues to limit himself to the wine region Penedès and finds rose competition in El Vendrell and a performance of gymnastic constructions - Falcons - in Vilafranca del Penedès. Thereafter a controversy breaks out: Mona is proud over the restaurant 'El Celler de Can Roca' in Girona which has just been named the best in the world but the question is whether it is Catalan, or if it "belongs" to all Spaniards.
